The strongest evidence a listing carries becomes its tier. Claims alone change nothing.

Three marks, three strengths of proof

Registry-checked

Certifications verified against the issuer's public directory, holder by holder, with expiration dates. The strongest mark on a listing.

Panel-documented

Carrier panel memberships recorded from the carrier's own published pages, source and access date attached.

Research-sourced

Built from public research with provenance cited. Useful, honestly labeled: claims stay claims until verified.

The panel survey

We read every carrier-published breach-response panel page we could find: 308 relationships across 10 carriers, read October 6-7, 2026. The patterns matter whether you are buying insurance or selling response.

Not all panels are built the same.

Chubb's published panel concentrates on five core breach-response roles. Coalition's spans ten categories, including DDoS, deepfake, and forensic accounting. Neither approach is wrong. They are different bets. Read the comparison.

Most firms appear on one panel.

108 of the 158 firms in our panel survey appear on exactly one of ten published carrier panels. The broadest coverage belongs to CrowdStrike Services, at eight. Panel reach shows trust, not fit. See the alternatives.

Panel status changes the claim.

Buyers who carry cyber insurance are frequently steered toward panel firms, and off-panel retainers can cost more out of pocket during a claim. Knowing your panel status beats any retainer pitch. Where they overlap.
